Так как в тот период правительство считало беженцев из стран-агрессоров — Германии и Италии — потенциальными нацистскими шпионами, то их решили изолировать от местного населения. Хотя условия в британских лагерях и близко не напоминали условия в лагерях нацистской Германии, но, тем не менее, туда тысячами отправлялись новоприбывшие, в том числе люди еврейского происхождения.
